The war clearly indicates that Europe and the world have all but spent the peace dividend resulting from the collapse of the Berlin Wall in 1989 and are entering a new, as yet undetermined, era. A new world order, possibly replicating the bipolar world of the Cold War era, is being forged in the flames of the current war. At the time of writing that war is not over, and we do not yet know what its end will bring.
