Wise statesmen, concerned for the welfare of their fellow-citizens, willingly admit the value of the cultural and social benefits brought by the Catholic Church and freely grant her a liberty sometimes refused to others. The Church has the right to claim this liberty of existence and action because it brings with it the precious gifts which flow from the Truth of which in its fullness, she is the sole custodian.”
