The President of Venezuela was Marcos Pérez Jiménez, a Venezuelan General, who also considered himself to be a civil engineer. Since there was a noise ordinance in Caracas, cars were not permitted to blow their horns. Instead, the cabdrivers banged the side of their car door with their hand.”
